Experts stress on sustainable water use and innovative technologies at Water Sustainability Awards 2023



The Emphasizing that water is everybody’s business, government representatives and experts underscored the criticality of sustainable water use and the imperative need for technological innovations for its effective management at the Water Sustainability Awards (WSA) hosted on the eve of World Water Day in New Delhi on Tuesday.

Observing that vital strategies were needed to combat the challenges faced by the water sector, Ms Debashree Mukherjee, Special Secretary, Ministry of Jal Shakti said, “We need a big strategy on storage of water – both on the surface and under our feet. How do we improve storage and have it when we need it and where we need it.”

 

Touching upon the issue of water equity, she noted the resource has to reach the poorest and most marginalised sections of the society. “We need to work with the States and communities to understand equity issues,” she said at the WSA, initiated by The Energy and Resources Institute (TERI) and supported by the United Nations Development Programme (UNDP) and the International Water Association (IWA), and endorsed by the Ministry of Jal Shakti.

 

Ms Mukherjee also emphasized the need to manage the existing storage mechanisms better. “There is an estimation that we will lose 50 billion cubic metres of storage to sedimentation by 2050 if we do not manage our reservoirs better, if we don’t manage our catchments better.”

 

Noting that water use efficiency in agriculture remains a challenge, she highlighted the need for innovations to address the issue, and importantly, facilitate their move from labs to land. Realising the circular economy of water is another challenge that requires new strategies, she said. “It is worthwhile to have treated water recharge existing water bodies. It is worthwhile to ensure water is treated to a standard so that the recharge of existing waterbodies does not contaminate ground water. We also have to look at ways to compensate municipal bodies for treating water to maintain ecosystems.”

 

Observing that the real crisis in the water sector is of management, Mr Bharat Lal, Director General, National Centre for Good Governance and former Mission Director, Jal Jeevan Mission, noted that scientific and innovative technological interventions are needed to minimise water wastage and enhance water security. “Sustainable use of water involves technological innovations. Measurement and monitoring of water, its supply and recovery, is key,” said Mr Lal adding that availability and access of sensor-based testing of water quality is a much needed innovation.

 

The WSA recognizes the individual and collective efforts being made to achieve the Sustainable Development Goal (SDG) on water, and the Water Champion awards were given to Sadhguru helming the Isha Foundation and the NAAM Foundation headed by Mr Nana Patekar and Mr Makarand Anaspure.  Sadhguru was given the Water Champion award for his ecological initiatives such as Project GreenHands, Rally for Rivers, and Cauvery Calling which address the urgent need to grow the green cover, revitalize Indian rivers and restore soil health. The NAAM Foundation was given the Water Champion award for institutions for its solutions aimed at water management in the drought-affected regions of Maharashtra.

 

Underscoring the critical role access to water plays in a woman’s life, Dr Kiran Bedi, Founder and Mentor, Navjyoti Foundation and former Lieutenant Governor, Puducherry, said, “Without water there is neither sanitation nor food for her. It affects her mobility when she has to go and pick up water, and she might probably hold back her daughter from going to school in order to fetch water. Water is essential for the transformative quality of life in India.”

 

Citing the effort in Puducherry where the 86km stretch of the canal which splits the Union Territory into two distinct areas was desilted, Dr Bedi said the model could be adopted anywhere. “It is a collaborative model [involving] the government, the community, and the corporate world. Whichever corporate is a water guzzler can adopt the nearby canal… pay for it directly and get it cleaned,” she said taking part in a discussion on ‘Accelerating the Change – Need to achieve Sustainable Development Goal on Water Women in Water Leadership’ ahead of the award ceremony.

 

Contextualising the issue of water security, Ms Archana Varma, Mission Director, National Water Mission, pointed out, “We have only 1126 billion cubic metre of utilizable water for the country, while our demand is estimated to be 1180 billion cubic metre. However well we improve the supply side, unless we reduce the demand side, we can never think of a water secure future.”

 

Dr Anitha Sharma, Counsellor in Urban Development, Royal Danish Embassy, highlighted the need to value and manage water, “It is about finding the good practices that existed, then promote it, and co-create.” Ms Rema Mohan, Chief Executive Officer, NSE Foundation, underscored the criticality of community involvement and ownership in sustaining efforts aimed at reviving water structures. Moderating the discussion, Mr Vikram Chandra, Founder, Editorji Technologies Pvt. Ltd., noted that those who understand the problems related to water the most and are the most motivated to find a solution are women.

 

In his welcome address, Dr SK Sarkar, Distinguished Fellow, TERI, observed that at the half way point to the 2030 time frame for the SDGs, water access and sanitation remain two areas were India has made strides forward. “Areas such as water use efficiency, water treatment, integrated water management, restoring water ecosystem require more work,” he added.

 

A policy brief on ‘Air to Water’ technology – offering potential to achieve Water for All and a compendium on WSA were released at the event. A Memorandum of Understanding was signed between TERI and Deendayal Port Authority to work on water conservation and achieving water neutrality. The MoU was signed by Dr Vibha Dhawan, Director General, TERI and Mr V Raveendra Reddy, Chief Engineer, Deendayal Port Authority. In an intervention to create awareness on water conservation, a comic book Chacha Chaudhari aur Har Ghar Jal: Humara Haq was released by TERI and Diamond Toons.

 

The WSA was instituted to encourage the efforts made to reduce water footprint among stakeholders through the adoption of ‘water neutrality' approaches.

Former WHO officials highlight science-backed solution to reduce tobacco harm


According to the article published in Lancet by Prof. Robert Beaglehole and Prof. Ruth Bonita, only 30% of the countries are on track to achieve WHO's target of 30% reduction in adult tobacco usage by 2030

MUMBAI, India , March 21, 2023 /PRNewswire/ — Globally, tobacco control measures are not yielding the desired outcomes exacerbating the challenges for policymakers. WHO statistics indicate that 8 million deaths occur every year due to tobacco and an additional 1.2 million deaths are caused due to second-hand smoke. An article by two former WHO officials Prof. Robert Beaglehole and Prof. Ruth Bonita published on Lancet, a global medical journal, suggests that only 30% of the countries are on track to achieve WHO's target of 30% reduction by 2030 in adult tobacco usage. The number of tobacco smokers worldwide is reducing at a much slower rate than expected. India with close to 100 million adult smokers – has a critical public health concern.

In fact the article further highlights the missing strategy of harm reduction in WHO's global treaty, Framework Convention on Tobacco Control (FCTC), causing its failure to meet goals. Globally, many nations will miss the target of achieving the Sustainable Development Goal 3.4 for non-communicable diseases. This paints a rather grim picture of the future especially for low-income countries that are more vulnerable.  With over 1 in 4 adults consuming tobacco, India continues to have the world's second largest tobacco using population. Tobacco consumption claims over a million deaths every year in the country. Tobacco addiction, especially in the low-income population results in this vulnerable group falling into a vicious cycle of poverty induced by lack of tobacco harm control. Further, the economic costs arising out of addiction-induced diseases cause an impediment to the economic growth of the nation.

Unfortunately, WHO and the FCTC Conference of Parties reject harm reduction as a concept. Their approach is not taking into account the 21st century technological advances that are available. As an autonomous country, India needs to consider an independent assessment on new age harm reduction technologies and form evidence based progressive policies on its own merits.

It is confounding when scientifically supported products that clearly demonstrate customer desire are outright forbidden rather than scientific review and suitable regulation. A good and progressive public policy must allow customers to obtain innovative products based on informed choice rather than entrenched interest.

In recent panel discussions experts like Dr. Kiran Melkote, Orthopaedic surgeon, and a member of AHRER and Dr. Nimesh Desai, Senior Consultant Psychiatrist & Former Director, IHBAS – collectively opined that there's a public health opportunity in regulating reduced risk, scientifically proven safer alternatives. Tobacco control and reduction require regulation not a ban– this will significantly help the Indian government's efforts to reduce comorbidities associated with Tobacco.

Additionally legal experts like Upendra N Sharma, Partner, JSA Advocates & Solicitors and Supratim Chakraborty, Partner Corporate/Commercial, Tech/Data Protection, Khaitan & Co echoed, that in the case of new technology or a healthcare-based solution, there must be adaptive, outcome-oriented, risk-weighted and collaborative views that need to be considered before narrowing down on a regulation.

As a sovereign leadership, the government of India took an informed independent position to fight the crucial pandemic of COVID-19 in the country in line with global learnings, not restricting itself to solely WHO's guidance. Similarly, India needs to take a unique solutions'-oriented approach towards harm reduction – with insights from countries like UK, Japan and New Zealand who have benefitted from a progressive science-backed harm reduction approach by minimizing harm and decreasing total mortality and morbidity. Japan, a country that has successfully adopted harm reduction policies has witnessed 35% of the population switching to safer heated tobacco products.

Recently, economies like Thailand and Egypt are positively looking at adopting Tobacco harm control. A study under the house standing committee on public health of Thailand suggests that the government should adopt a policy of Tobacco Harm Reduction and revisit relevant laws towards safer alternatives.  Similarly, in Egypt, experts associated with the government have voiced their opinion about novel nicotine products.

India's G20 presidency provides an opportune moment to advocate sustainable public health by setting an example for emerging economies. This can certainly help in accelerating the adoption of science-backed approach to mitigate a chronic global public health challenge.

Prohibition on reduced-risk products have the opposite effect of increased tobacco usage. Hence, India also needs to adopt a rather nuanced, progressive, and evidence-based approach to policymaking by making available access to better alternatives. A reduced risk approach will benefit millions of legal age smokers who find it difficult to quit and will also help reduce the public health burden of the Government.

P&G India Concludes its ‘Women In STEM Caravan’ Roadshow, Awarding Scholarships to Girls Pursuing STEM Education


Procter & Gamble India (P&G India) and Centre For Civil Society concluded the first-of-its-kind multi-city ‘Women In STEM Caravan’ Roadshow at the NITIE P&G Equality & Inclusion Summit 2023, held at National Institute of Industrial Engineering in Mumbai. At the concluding ceremony, P&G India recognized and awarded P&G Shiksha Betiyan Scholarship to 5 girls pursuing STEM (Science, Technology, Engineering and Mathematics) courses at NITIE. These girls qualified for the scholarship basis merit along with financial challenges.

The roadshow, officially recognized as a part of the G20 events, was flagged off with a high-powered roundtable discussion focused on policy provisions, ground realities, role of corporates and direct interventions for Women in STEM. The roadshow started in New Delhi on February 11, on International Day for Women and Girls in Science, and then travelled through various destinations across the country including Himachal Pradesh, Telangana, and Maharashtra, leveraging other days of importance like National Science Day. Through the caravan, P&G India recognized and awarded P&G Shiksha Betiyan Scholarship to over 100 girls pursuing STEM courses at various institutes like Industrial Training Institutes and Engineering colleges.

 

Throughout its journey, the Roadshow brought together distinguished stakeholders including policymakers, practitioners, academia among others, to spark conversations and discuss ways in which women representation in STEM can be strengthened through the right interventions, necessary policy reforms and implementation of best practices.

The course will be a mix of in-class and virtual learning with PwC experts investing 40 hours in teaching time during the full course. Students will also have the opportunity to earn a certificate from PwC India which will give graduating students industry-endorsed capabilities and skills in digital and cloud competencies.

Wiley and Manipal Academy of Higher Education Sign Open Access Agreement in India

The agreement aimed at promoting open access represents Wiley’s first in India

Today, Wiley, one of the world’s largest publishers and a global leader in scientific research and career-connected education, announced an open access agreement with Manipal Academy of Higher Education (MAHE). Beginning in 2023, this agreement will be in effect with MAHE, an institute of eminence.

The agreement, which represents Wiley’s first in India, provides authors affiliated with the Manipal Academy of Higher Education with access to Wiley’s journal portfolio and enables participating researchers to publish articles open access in nearly 2,000 hybrid and gold open access journals, including those published by Hindawi.
